The study “Mapping for Youth Employment Promotion” was presented during a GAN Argentina meeting, developed on November 8th 2016, at the Argentinian Industrial Union (UIA).

The event was attended by Miguel Ángel Ponte (National Secretary of Employment), Conrado Reinke (Deputy Secretary of Employment and Professional Training Policies), Pedro Furtado de Oliveira (Director of ILO Argentina), Daniel Funes de Rioja (President of IEO and Vice-President of UIA), Martín Padulla (Founder and Managing Director of staffingamericalatina), as well as distinguished members of GAN4Youth.

When explaining the context in which the study was developed, Martin Padulla said that Argentina has employment, employability and educability issues. “The country is going through a period of demographic bonus, which expires on 2035”, said Padulla.

“The demographic bonus finds us amidst a change of paradigm. For many years, talent went after capital, either to get a job or develop a startup. Today, capital is pursuing the best talent. If we do not properly prepare youth, we will not be able to adequately face the future challenge of aging populations. Meanwhile, we shall be witnessing scenarios of informality, exclusion and marginality”, pointed out Padulla.

In addition, the expert said that secondary education must be reformed to become the path towards professional practices. “And while getting there, social actors linked to the labor world must develop the means so that our youngsters learn to work, strengthening their technical and socioemotional skills.”

Considering this, the Mapping was developed for GAN and for the member companies, so they can have a decision-making tool. The initial question of the study is: what do I need to know if I want to involve my company in an initiative of youth employment promotion?

The tool presents, in a single document, the school-to-work transition devices (regulations and initiatives) that Argentina has. The study organizes the information going from the largest to the smallest level, and includes regulations and initiatives from the three State levels (national, provincial and municipal), a list of NGOs that work on this issue and a list of trade unions’ initiatives for labor training.

“We need to compensate the devaluation of the educational system and generate complements and incentives that help us make the most of the demographic bonus. Our commitment and efforts to create human capital are vital. The best way is to explore the existing tools and visualize the initiates to be implemented”, concluded Padulla.
