After a long debate and during an extraordinary session summoned by the President of the Republic, Ollanta Humala, the Peruvian Congress repealed the Act on Youth Employment Promotion (Act 30288), which was enacted by the Executive in December 2014. The Act aims to promote access to the labour market for 2 million youngsters.

 

Within a context of strong debate, the Act was repealed. Yonhy Lescano, vice-president of the Work Commission, presented a substitute text that has only one Article, which states the repeal. The text used to have two Articles, the second of which stated that a multi-party and multi-sectorial commission ought to be created in order to study the youth employment issue, developing a draft bill. Nevertheless, due to protests from other parliamentary sectors, this Article was left aside.

 

Sectors supporting Act 30288 stated that the repeal is an act of betrayal to young people and demand for the debate to continue.

 

The President claimed that the Congress has failed on providing an alternative proposal that provides a solution for the situation currently suffered by 2 million youngsters, aged 18 to 24. Young people who belong to this sector have trouble accessing the labour market and, in most cases, end up having informal jobs where they are exploited and have neither labour rights nor social security.
