An effective labour market is the core of inclusive growth, a fact that becomes a challenge considering the speed of changes in the environment.

Considering this, the Organization for Economic Co-operation and Development (OECD), stated that flexible policies focused on ensuring inclusion and quality employment are needed.

The organization states it is mandatory to promote a context that enables the creation of high quality jobs that enhance workers upskilling. This must be closely linked to the needs of the market.

The report also points out that this goal can only be accomplished when labour policies reach a “proper balance” between flexibility and employment stability.

Providing protection for people against potential risks of labour market exclusion is mandatory. Therefore, the OECD advises delivering equal opportunities and removing barriers in terms of access to education.

Nevertheless, the organization pointed out that it is important to adapt the elaboration of public policies with elements such as a country’s institutional structure, its social capital, and its administrative capacity.
