The International Labour Organization (ILO) maintains its’ idea on developing “adequate balance” between labour flexibility and employment quality when designing policies to be applied to the labour market.

The general deputy director of Politics at ILO, José Manuel Salazar-Xirinachs, claimed that statement in the intervention he made during the last day of the Bilbao Youth Employment Forum, which was organized by the Novia Salcedo Foundation.

He also pointed out the importance education has when it comes to dealing with youth unemployment. In addition, the deputy director established that the number of people enrolled in school has increased in a global scale. Nevertheless, there is still “a gap” concerning the quality of educational systems.

Another feature to improve is the “dialogue” between the educational and the private productive systems. The reason, he said, is that “they both live in parallel universes” with barely any contact.

Salazar-Xirinachs also suggested to mediate in the protection of young people’s labour rights and to encourage economic growth and private investment. Finally he stated that more coordination is required among institutions developing employment policies.
