Around 80 thousand youngsters will benefit during three years from two government programs, which are expected to start this month.
The initial investment will be of USD 200 million, and it will be used for two projects only: My First Job (25 thousand people) and Youth Employment (60 thousand people).
In the first project, the government will provide 100% refunds for business investments during the entire apprenticeship. The only condition is that the apprentice must be hired as a formal workers once the apprenticeship is over. In the second project, the government will pay for 50% of the salary and 100% of social security contributions, as long as the contract lasts for 2 years at least.
Ecuador has moved on in the development of specific contracts for different sectors of the economy, and it seems to be focusing employment programs on benefits that generate only one type of labour contract.
The modernization of the labour market comes hand in hand with active employment policies, ratification of ILO Convention 181, and the promotion of different working forms, which may fit the needs of work in the 21st century.
