The Tourism and Labour and Employment Ministries are promoting a new type of employment contract. SINDEEPRES, the biggest union in Brazil in number of people associated is against this regulation and wants debate. It also warns about the use of volunteers.

The expectations for the 2014 World Cup and the 2016 Olympics in Rio de Janeiro are really high since Brazil was chosen host of both sportive events, calculations associated to the creation of jobs, an increase of GDP and investments have been frequent. However, there are warning signals.

On January 3rd a new Provisionary Regulation created by the ministries of Tourism and Labour and Employment was announced. It will create a new employment contract. The companies will be able to hire employees for short periods of time without the obligation to register them. It will be for jobs of up 14 running days, with a limit of 60 days per year.

This implies a change in the employment law, some article are altered and unforeseen adjustments.

For Genival Beserra Leite, President of the biggest Union in Brazil, which represents outsourced workers in the State of Sao Paulo, “it is a shame this Provisionary Regulation in the 45 minutes of the second half. Workers will claim and protest against that regulation of subordination to FIFA and COI”.

“The fact that it has been created now, a few months before the Cup, shows lack of debate and planning. Without debate this proposal will not go further” he said.

On the other hand, SINDEEPRES´s President warned about the “hiring” of 20 thousands volunteers to work in the Cup: “we want to make the society sensitive; the World Cup is a commercial event, which produces profits. It is not acceptable to hire thousands of Brazilians through the volunteer way”

A great campaign will be launched soon, so that volunteers reject the FIFA offers and to avoid the new regulation to be approved since it promotes the hiring of workers without any register and without rights.
